Accessibility target. The campaign's development target is WCAG 2.2 Level AA. This statement is a transparency and maintenance commitment, not a certification or guarantee of legal compliance.

1. Commitment

The Agnes P. Gonzalez campaign is committed to making campaign information usable by people with disabilities across desktop, tablet, and mobile devices and across the English, Spanish, and Chinese versions of the site.

2. Legal context: campaign site vs. government site

This is a private political campaign website and is not the official website of Rowland Unified School District or any state or local government entity. The U.S. Department of Justice's 2024 ADA Title II web rule establishes WCAG 2.1 Level AA requirements for web content and mobile apps provided by state and local governments. Linking to government resources or campaigning for public office does not make this site an RUSD or government website.

Other federal or California disability-access laws may apply depending on facts and circumstances. This statement does not attempt to resolve every legal classification; instead, the campaign voluntarily targets a modern accessibility standard and provides a direct process for reporting barriers.

3. Technical standard used

The site is designed toward WCAG 2.2 Level AA. WCAG is an international accessibility standard published by the W3C. A claim of WCAG conformance requires the full page and its responsive variations to satisfy the applicable criteria; W3C does not certify individual websites.

4. Navigation and keyboard access

  • Skip-to-content navigation for keyboard and screen-reader users.
  • Semantic header, navigation, main, section, article, figure, and footer elements.
  • Keyboard-operable navigation, links, language controls, and slideshow controls.
  • Visible focus indicators designed to remain noticeable against page backgrounds.
  • Mobile hamburger navigation with an accessible expanded/collapsed state and Escape-key closing behavior.
  • Logical focus order intended to follow the visual reading order.

5. Mobile, iPad, zoom, and reflow

The site includes responsive layouts for desktop, iPad-class widths, large mobile, iPhone-class widths, and small screens. Content is intended to reflow without requiring a fixed device orientation. Text and controls are designed to remain usable when browser zoom or operating-system text scaling is increased, although device/browser combinations may vary.

6. Motion and slideshow accessibility

The community-photo slideshow includes a pause/play control. The site checks the user's prefers-reduced-motion setting and reduces or avoids automatic motion when that preference is enabled. The slideshow is visual enhancement; essential campaign information is available as text and does not depend on the slideshow.

7. Images and alternative text

Meaningful photographs use concise alternative text intended to identify the purpose or content of the image. Decorative graphics are hidden from assistive technology or use empty alternative text when appropriate. Endorsement portraits identify the person rather than repeating unrelated visual detail.

8. Color, contrast, and non-color cues

The campaign design uses high-contrast navy, white, red, and neutral colors and does not rely solely on color to communicate essential information. Links and interactive controls are identifiable through text, shape, position, focus, or other non-color cues.

9. Language and translated pages

English, Spanish, and Simplified Chinese pages use appropriate document-language metadata. The language selector is keyboard and touch operable. Proper names, agency names, URLs, and official committee/disclosure text may remain in English where translation could change a legal or official identifier.

10. External Quick Links

RUSD, Los Angeles County, California Secretary of State, and Zelle pages are independent third-party services. The campaign cannot change the accessibility of those external sites and does not represent that they conform to this site's target. If a visitor cannot use a linked official resource, the campaign can help identify the official contact or alternative source but cannot modify the external system.

11. No accessibility overlay

The site does not rely on an accessibility overlay or badge as a substitute for accessible HTML, keyboard support, responsive design, alternative text, contrast, testing, or remediation. Automated tools can assist testing but cannot by themselves establish full accessibility or legal compliance.

12. Known limitations and ongoing testing

Accessibility can be affected by new campaign photographs, text changes, browser updates, hosting changes, third-party links, or future features. The campaign should continue checking keyboard-only navigation, focus order, 200% and 400% zoom/reflow, screen-reader output, link purpose, heading hierarchy, contrast, mobile navigation, reduced motion, alternative text, and form behavior if forms are ever added.
